Cities gain automaton workers when certain buildings are constructed

Upon constructing a Workshop the city gains an automaton, so may work one additional slot (tile or specialist) than they have population.

Two additional automatons are gained with the construction of a Factory.

In addition, the Palace grants an automaton to every city.
