Replaces the American Minuteman unique unit, with the Cavalry Garrison unique building.

The Cavalry Garrison replaces the Stables, increasing the production bonus for horses to 2 (but removing the bonus for sheep and cows), keeps the production bonus for building mounted units and also grants +15 experience when training mounted units.

Also changes the leader trait of Washington to double horse resources.
